Brother Issue

Josie again. You won't believe this, but our brother crept into our human's room, where he is banned from going at the moment, while she was having breakfast this morning. Now she is worried that her legs are itchy where he amused himself rubbing agains her. Does anyone have any suggestions for possible punishments, should our brother turn the human into a hive covered mess? Well, besides dumping him into a tub of water and forcing him to scrub his fur for hours on end until the flea stuff is removed, obviously.
